Garbage, Trash, Debris and Green Waste policy brochure and calendar

Dear Village Residents:

 

You will soon be receiving in the mail, a brochure and 2021 Calendar. The brochure outlines the Garbage, Trash, Debris and Green Waste policy recently adopted by the Village Board.

 

The calendar details the pick up days for all types of waste for this year.  A new calendar will be developed annually for your convenience.

 

Please review and note pick up days, put out times, definitions and other details.

 

This policy was revised in light of changing resources and a renewed focus on infrastructure projects critical to the Village.

 

We appreciate your understanding and support adjusting to the new policy and pick up schedule.

Clinton Historic Preservation Commission - April 7, 2021 Meeting
March 31, 2021

The Clinton Historic Preservation Committee meeting is back to being held in person. Please note, masks are required and space is limited because social distancing must be practiced.

April water/sewer bills
March 22, 2021

The next biannual water/sewer bills will be mailed out on April 1st and due by April 30th or late will be assessed. 

 

Because COVID-19 remains an ongoing issue, the Village of Clinton is

requesting that you please mail in your water/sewer bill payment.

 

We are accepting either checks or money orders made out to the Village of Clinton at this time. Please do not mail cash. If you would like a stamped paid receipt mailed back to you, please send the entire bill with your payment. Our mailing address is on the bill. The top portion will be retained by the Village Deputy Clerk and the bottom portion will be mailed back to you.

Sewer Readiness-to-Serve Fee (RTS) increase for October 2021 water/sewer billing

New policy for Garbage, Recyclables, Trash, Debris, Clean Hard Fill, & Green Waste Collection and Pick-up (EFFECTIVE April 2021)
March 18, 2021

This updated policy will go into effect the first week of April of 2021. It will be included with the April 1st water/sewer bills for Village residents onlyPlease see the policy in its entirety below in the Documents section.

 

Please note, there have been changes made to the collection times of general household trash and debris as well as clean hard fill and green waste.

 

General household trash and debris will be picked up once a month on the last Wednesday from April through November. Due to snow removal, these items will no longer be picked up in January, February, March and December. Please refer to the schedule on the new policy in the Documents section below. The Department of Public Works or the Garbage Contractor will not pick up trash debris generated by contractors performing building renovation or tree removal. Residents need to inform their contractors to make arrangements for debris removal.

 

Green waste and clean hard fill will be picked up bi-weekly on the first and third Monday and Tuesday from April through NovemberDue to snow removal, these items will no longer be picked up in January, February, March and December. Please refer to the schedule on the new policy in the Documents section below.

 

Local Laws # 2 and #3 adopted March 16, 2021
March 16, 2021

Local Law #2 of 2021 was adopted pursuant to subdivision 5 of the General Municipal Law, § 3-c so as to permit the Village Trustees to adopt a budget for the fiscal year commencing June 1, 2021 in excess of the "tax levy limit" as defined by General Municipal Law § 3-c.

 

Local Law #3 of 2021 was adopted amending the Sewers Law of the Village of Clinton (Local Law #1 of 2021) and now codified as section 168-141 in the Code of the Village of Clinton, so as to establish a revised schedule of sewer rents/charges for the 2021-2022 budget year.

Local Law #1 of 2021, “Code of the Village of Clinton," adopted February 1, 2021
February 16, 2021

Local Law #1 of 2021, a local law to provide for the codification of the local laws, ordinances and certain resolutions of the Village of Clinton into a Municipal Code to be designated the “Code of the Village of Clinton,” was adopted February 1, 2021.

October 1st water and sewer billing
September 30, 2020

The water and sewer bills will be mailed out on October 1, 2020. They are due by November 2nd. Envelopes postmarked by the due date are accepted. Please understand, it is your responsibility to make sure that you both receive and pay your bill by the due dateLate fees are not excused in situations where a mailed bill or payment is not received. If you don't receive a bill, please call the office promptly for a duplicate.

 

You are highly encouraged to mail in your payment. We are accepting either checks or money orders at this time. They should be made out to the Village of Clinton. Cash is no longer being acceptedIf you would like a stamped paid receipt mailed back to you, please send the entire bill with your payment. The top portion will be retained by the Deputy Clerk and the bottom portion will be mailed back to you.

 

If you wish to pay in person, Lumbard Hall is currently open to the public. However, because COVID-19 is still an ongoing issue: FACE MASKS are REQUIRED while in the building and you must practice SOCIAL DISTANCING. The Clerk’s Office is open Monday – Friday, 9:00 AM to 4:00 PM.

 

Rates are as follows: 

Inside water rate - $25.20 per 1000 cu.ft. 

Outside water rate - $50.40 per 1000 cu.ft.

Inside and Outside sewer rates - $47.40 per 1000 cu.ft. based on water consumption.

Flat rate sewer charge - $255 every six months (no water).

Readiness to Serve Fee - Water - $35.00 or $38.50 or more depending upon water pipe size.

Readiness to Serve Fee - Sewer (inside Village only) - $50.00 or $55.00 or more depending upon water pipe size. 

These Readiness to Serve Fees for both water and sewer are used for water and sewer systems upgrade costs.

Village Board Meetings
September 01, 2020

Village Board Meetings are at 7:00 PM on the first Monday of each month. Until further notice our meetings will be held in the meeting room of the Town of Kirkland Municipal Building, 3699 NYS Route 12B, Clinton, NY. All COVID-19 requirements will be met. 

Lumbard Hall COVID-19 policies
July 28, 2020


Just a quick update regarding Lumbard Hall. It has been open to the public since the first week of May. All Village and Town offices are back to their normal hours of operation. FACE MASKS are REQUIRED in the building and SOCIAL DISTANCING must be practiced. The Historic Preservation Commission is holding their regular in-person meetings again with the guidelines just listed. They had been conducting them online.


The Village still highly encourages you to mail in payments for water/sewer bills (due May 31st) and Village tax bills (due July 1st). Both have now incurred late fees. However, you do have the option to physically pay these bills in the office. Please pay with a check or money order. Receipts will be provided upon request.

 

Tax parcel viewer now available online
July 27, 2020

 

The Oneida County Department of Planning recently created a tax parcel viewer that can be visited online. There is a now link on the main page of their website (www.ocgov.net//planning). You can search for a tax map number, change the background, turn additional layers on or off, measure things, etc. using the tools in the upper right hand corner of the application.

* BOTH Village and Town residents receive a Water R.T.S. charge, but ONLY Village residents receive a Sewer R.T.S. charge. Also, most meters are 5/8 “ or 3/4 “, with a large majority at 5/8 “. This charge is for upgrades and improvements to the water and sewer systems.

Building Permits
January 01, 2020

Building Permit paperwork is available on this Web Site. Please check the Zoning Law (also available on this Web Site) to see if a permit is required. Permits are required for fences, swimming pools and building demolition or removal plus more.

Sewer Rates
October 11, 2019

On September 23, 2019 at a Special Meeting, the Village Board approved an increase in sewer rates from $44.40 to $47.40. 

Also approved is a sewer readiness-to-serve (RTS) fee for Village residents of $100 annually ($50 every six months), larger water meters will have an additional amount.

The increase and RTS fee effective April 2020 billing period.
