Downtown Revitalization Initiative (D.R.I.)


The Village of Clinton and the Town of Kirkland were selected for this year’s Mohawk Valley recipient of a $10 million Downtown Revitalization Grant (https://www.ny.gov/programs/downtown-revitalization-initiative) from the State of New York!  (3/2/23)

The Downtown Revitalization Initiative (DRI) aims to fund projects that will support healthy, vibrant, walkable downtowns that catalyze sustainable economic development and bring numerous economic, social, and environmental benefits. As part of the DRI planning process, the Clinton-Kirkland Local Planning Committee (LPC) will evaluate potential projects submitted through this Open Call for Projects with input from the public. The LPC will then recommend a selection of these projects to include in the Clinton-Kirkland DRI Strategic Investment Plan. In total, the recommended slate of projects will exceed the DRI funding available for implementation. The state will review the projects in the Plan and make the final selection of which projects will receive DRI funding.

The LPC is encouraged to choose private, public, and not-for-profit projects that will: 

·         Have a transformative impact on the downtown;

·         Catalyze additional private and/or public investment and socio-economic benefits;

·         Provide broad public benefit including co-benefits beyond the project's primary purpose;

·         Be ready for implementation in the near term (within 2 years);

·         Most effectively advance the community's vision and goals;

·         Align with the DRI program goals and eligibility requirements; and

·         Represent an effective and efficient use of public resources.

Taken together, the projects should represent a holistic approach to downtown revitalization. A 10% cash equity match is required for private projects. There are no further match requirements, however private projects that demonstrate significant leverage will be more competitive. Public and not-for-profit projects that include matching funds may also be considered more competitive.

Clinton and Kirkland Announce Open Call for DRI Projects: June 12th to July 10th 2023 (EXTENDED) TO JULY 17TH 

  

June 12, 2023: The Clinton-Kirkland DRI Local Planning Committee is seeking transformative project proposals for potential inclusion in the Clinton-Kirkland Downtown Revitalization Initiative (DRI) Strategic Investment Plan. Proposals for public, private, and not-for-profit projects can be submitted through an Open Call for Projects from June 12th to July 10th 2023 (EXTENDED) TO JULY 17TH.

 

An informational webinar is scheduled for June 21st at 12:00 pm and one-on-one support is available for project sponsors starting today. Projects received through the call will be reviewed by the Committee, with input from the public. Successful submissions will be recommended for funding to the state.

 

The NYS Downtown Revitalization Initiative (DRI) provides state funding to New York communities to foster vibrant downtowns across the state. The ultimate goal of the DRI is to fund projects that will help transform downtowns into vibrant communities where New Yorkers want to live, work, and raise families.

 

As the Round Six DRI winner for the Mohawk Valley, the Town of Kirkland and the Village of Clinton will jointly receive $10 million in funding from New York State Governor Kathy Hochul to develop and implement a Strategic Investment Plan for the downtown revitalization area. A Local Planning Committee made up of representatives of local businesses, institutions, and community groups is leading the effort, supported by a team of state planners and private sector experts.

 

The Open Call for Projects provides the community an opportunity to propose transformative projects within Clinton and Kirkland. Submissions may include projects such as new capital/construction projects, public improvements, and renovation of existing buildings. Projects should have a visible and functional impact on the downtown, for example, by serving as an anchor or catalytic project that will provide employment opportunities, housing choices, and/or services for the community. Projects must also align with the DRI goals and eligibility criteria. They should be shovel-ready and implementable within two years.

 

Information on the open call including useful resources for project sponsors can be found online at https://www.clintonkirklanddri.com/opencall. A consultant team is available to help with the development of submissions and project sponsors are encouraged to reach out to them early in the process. Final proposals can be submitted by e-mail, by mail, or in person to Lumbard Hall located at 100 North Park Road in the Village of Clinton. Further information regarding the submission process and the Downtown Revitalization Initiative can also be found on the website.

 

Project proposals will be reviewed by the Local Planning Committee with input from the public, and selected projects will be recommended for DRI funding in the Clinton-Kirkland DRI Strategic Investment Plan. Please note that the inclusion of a project in the Strategic Investment Plan does not guarantee funding through the DRI Program. New York State will make the final determination of which projects will receive a DRI award.

Clinton and Kirkland Announce FIRST Open House for the Downtown Revitalization Initiative - 

 

June 16, 2023: A public open house for the Clinton-Kirkland Downtown Revitalization Initiative will be held on Thursday June 29th at the Kirkland Art Center, 9 1/2 E Park Row, Clinton, NY 13323, from 4:00 pm - 7:00 pm. The public is invited to stop by at any time and browse an overview of the DRI program, provide input on their vision for the downtown revitalization area, and ask questions about the initiative including the Open Call for Projects.

 

The DRI Open House is one of several outreach events planned for June:

-          Open Call for Projects Informational Webinar – Wednesday June 21 from 12:00 – 1:00pm (online event)

-          General Information Booth at the Clinton Farmers Market – Thursday June 29th from 10:00 – 3:00 pm, Clinton Village Green

-          DRI Public Open House - Thursday June 29th from 4:00 pm – 7:00 pm, Kirkland Art Center, 9 1/2 E Park Row

-          Public Comment – submit anytime through the project website  (Public Survey open through July 7th - for those who couldn’t make it to the Open House (https://www.surveymonkey.com/r/DRIsurvey1)
