The
Village of Clinton regularly bills for water and/or sewer service twice a year,
on April 1st and October 1st. The biannual
billing is always for the previous six months of usage. The current water and sewer rates are listed in the documents section below.
Bills are due approximately 30 days from mailing. Envelopes postmarked by the
due date are accepted. Late fees are assessed as follows: 5% after the first
month, 20% after the second month, and 50% after the third month.
Any bills that remain unpaid after the third month will be forwarded
to the Oneida County Department of Finance. For Village residents, this is done
at the end of the third week of February. The bills and penalty fees are then
relevied on to the Village of Clinton tax bills that are sent out on June 1st
of each year. For Town residents, this is done the middle of September. The
bills and penalty fees are then relevied on to the Town of Kirkland Town and
County tax bills that are sent out on January 1st of each year.
Note, if you are a landlord, you are ultimately responsible
for an unpaid water/sewer bill as you are the owner on record. If a renter does
not pay their bill, it will eventually become your bill. Any late fees that
have been assessed are not excused. This policy also applies to unpaid
final bills. If a seller does not pay their bill, the outstanding bill eventually
becomes the responsibility of the buyer. Again, any
late fees that have been assessed are not excused.
Please
be aware that the use of water to wash vehicles or your home, water your lawn or
garden, and to fill a pool, hot tub, or
ice rink shall be metered
through the residential meter and included in the semiannual billing. There
will be no separate readings and no deductions from sewer usage. This is specified
in Local Law #1 of 2021, Chapter 244-28 entitled “Special Use of Water.”
Please
understand, it is your responsibility
to make sure that you both receive and pay your bill by the due date.
Late fees are not excused in situations
where a mailed bill or payment is not received. If you do not receive a
bill within one week, please contact the Village Clerk’s office at
315-853-5231.
Also, if you are selling your home or moving out of a rented location, you will need to contact the office to have the water meter read so that a Final Bill can be issued and the account can be transferred over to the new owner or renter. Please call at least one week prior to the transfer date.
